Position Summary

The Human Resources Administrator oversees the Tribe’s general welfare programs and acts as liaison between Tribal Members and the general welfare processors.  This role provides support in the day-to-day operations of the human resources function for the Tribal Government and Economic Development Corporation.

Essential Duties and Responsibilities:

Day-to-day administration of the Tribe’s general welfare programs.  General Welfare programs are similar to an FSA plan.
Assists Tribal Members with questions regarding general welfare programs including how to complete required paperwork and researching claims.
Processes General Welfare claims on a weekly basis.
Maintains Tribal Member records regarding claims.
Creates Tribal Identification Cards as needed.
Assists with the recruiting process by scheduling interviews and conducting reference checks.
Tracks status of candidates in HRIS and ensures all applicants are maintained in accordance with TERO.
Supports the onboarding process for new hires, drafts offer letters, prepares new hire packets, conducts new hire orientations, ensures completion of new hire paperwork, and creates employee badges.
·         Coordinates drug screenings and pre-employment background checks.

·         Creates and maintains employee personnel files; ensures information in personnel records is accurate and current by thorough filing and auditing of files.

Oversees the maintenance of all record keeping including personnel, benefits, and workers’ compensation records.
Provide employees with information regarding company policies, job responsibilities, and other information as requested.
Creates personnel action forms and ensures proper approvals through DocuSign.
Assists employee events and annual benefit health fair.
Assists with processing bi-weekly Payroll for Tribal Government and Economic Development Corporation entities though Kronos, including new hires, employee changes, updates, termination, and final checks.
·         Responsible for offboarding procedures; prepares termination paperwork, conducts exit interviews, and notifies help desk of terminations.

·         Assists with any ongoing projects or other administrative duties as assigned.

Education, Experience, Qualifications and Skills:

Bachelor’s degree and 2 years’ experience in human resources or 4 years’ human resources experience.
PHR/SPHR Certification or THRP certification preferred.
Valid California Driver’s License and be insurable under the Tribe’s Vehicle underwriter.
Experience working with FSA’s a plus.
HRIS experience required.  Experience with Kronos a plus.
Knowledge of HIPAA compliance preferred.
MS Word experience required—Word, Excel, and PowerPoint.
Strong attention to detail and a high level of accuracy in a fast-paced environment is essential.
Ability to establish professional rapport with employees, managers, and Tribal Members and foster positive and harmonious working relationships.
Understanding of the need to maintain confidentiality and act with diplomacy when working with employee data, tribal member information, employee compensation information or any other confidential information or materials.
Ability to work well under pressure and perform multiple tasks simultaneously with frequent interruptions; effective time management skills, excellent organizational skills, and the ability to establish and maintain priorities and meet deadlines.
