ABOUT THE TEAM

The San Francisco Bay Area Regional Energy Network (BayREN) is a regional program that includes the nine Bay Area counties and is led by the Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC). BayREN’s mission is to empower Bay Area communities to improve buildings, save energy, and reduce climate impacts through equitable and scalable solutions.  BayREN works towards this mission by designing and implementing effective energy saving programs, drawing on the expertise, experience, and proven track record of Bay Area local governments to develop and administer successful regional and local climate, resource, and sustainability programs.

 

ABOUT THE ROLE

ABAG/MTC is hiring a Principal Program Manager to carry out management and strategic tasks for BayREN. These tasks will include building out, managing, and overseeing tools for visualizing and reporting data on energy consumption and program metrics; managing a team of Energy Section staff; leading BayREN’s Codes and Standards Program, including tracking and engaging with code development activities at the state level; and facilitating connections among ABAG-led BayREN programs. The incumbent will engage with a diverse range of audiences, including representatives from county and city governments, state partners, other regional agencies and other external stakeholders in the public sectors. Tasks are expected to change over time with the needs of the organization.

 

The successful candidate will have significant experience overseeing complex projects and programs, including managing staff, consultants, contracts, and budgets, and working with data and metrics.  Excellent written and oral communication skills are required.  Direct experience with local governments, their climate and energy-related activities, and experience with and knowledge of ratepayer-funded energy efficiency program operations, are strongly desired.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:

 

Staff Oversight

•  Provide leadership and clear direction to assigned staff; instruct staff regarding work procedures; review and evaluate work performance, and identify growth and training opportunities

•  Ensure staff assignments are resourced correctly to ensure successful delivery of projects and programs; identify shortfalls and gaps in resources and recommend solutions

 

Consultant Management

•  Hire and manage multiple consultants

•  Work effectively with consultants to develop and implement BayREN activities

 

Project Design and Management

•  Develop actionable plans and timetables for projects and initiatives

•  Ensure all program activities are aligned with program goals

•  Assess program performance, develop recommendations for improvement, and plan for implementation

•  Oversee program data handling and maintenance, and review and report on program metrics

 

Communication and Engagement

•  Facilitate meetings with BayREN staff and members as appropriate, including reporting on program activities and soliciting input

•  Communicate clearly and concisely, both orally and in writing, through compelling, relevant, and understandable memos, presentations, and reports

 

QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES

 

Knowledge of:

•  Familiarity with the operation of ratepayer-funded energy efficiency programs;

•  Local government operations and policies, particularly as related to energy and climate;

•  Contract administration and management;

•  Principles and practices of project management and control, including techniques to facilitate inter-agency cooperation;

•  Principles and practices of program, budget and schedule development, analysis, administration and evaluation;

•  Principles and techniques of quantitative analysis, including spread sheets and database analysis and management;

•  Interrelationships among government agencies;

•  Methods and techniques of scheduling work assignments;

•  Methods and techniques for record keeping, report preparation, writing and public presentation;

•  Methods and techniques for effective meeting management.

 

Skills:

•  Excellent verbal and written communications skills;

•  Strong organizational skills;

•  Motivation to take initiative and to work independently;

•  Flexibility in adapting to changing circumstances and taking on new roles;

•  Significant computer experience working in the MS Office Suite of programs including Word and Excel, and a variety of presentation, database and other software applications.

 

Abilities:

•  Effectively oversee and supervise several energy efficiency program management staff;

•  Provide lead support on complex energy efficiency service delivery programs;

•  Manage multiple simultaneous project tasks in a timely manner, with limited supervision;

•  Make adjustments to standard operating procedures to improve efficiency and effectiveness and comply with regulatory changes as appropriate;

•  Develop and administer a program or project budget and schedule;

•  Analyze complex program issues, evaluate alternatives and reach sound conclusions;

•  Serve as a technical resource to MTC staff and officials;

•  Attend evening meetings as required;

•  Keep accurate records;

•  Implement, explain and apply applicable laws, codes and regulations;

•  Use initiative and sound judgment in decision making and within established procedural guidelines;

•  Plan, organize, and provide functional direction to project team members;

•  Observe safety principles and work in a safe manner; and

•  Establish and maintain effective and cooperative working relationships.

 

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

 

Education: A Master’s degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

 

Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment.

 

A Bachelor’s degree in an appropriate discipline and four years of relevant experience is an alternative qualification.

 

License/Certificate: Possession of a valid California Class C driver’s license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

 

PREFERRED QUALIFICATIONS

A Master’s degree and increasingly responsible experience in the fields of energy, sustainability, climate or a related field, with at least two years supervisory experience, is desired.  The successful candidate will have significant experience overseeing complex projects and programs, including managing staff, consultants, contracts, and budgets, and working with data and metrics.  Direct experience with local governments and their climate and energy-related activities, and experience with and knowledge of ratepayer-funded energy efficiency program operations, are highly desired.
