Overview
Position Summary: Under general supervision, performs professional accounting work relating to the integrity of the RSIC/RSICHD accounting procedures, department procurement, data processing, accounting, and related matters.
Duties and Responsibilities: Acts in the capacity of Housing Accountant for the Reno-Sparks Indian Colony Housing Department (RSICHD), which include professional level accounting, administration, purchasing, and grants/contracts administration.
• Maintains financial records keeping and accounting functions of the business on a routine basis: process accounts payable, accounts receivable, cash receipts, inventory records, monitor budget, preparation of check requests, requisitions, time cards, project construction and maintenance costs, and tenant accounts receivable process. All documentation requirements must be coordinated closely with the RSIC finance department. Generate reports for reconciliation of accounts.
• Accountable for cash reporting, budget transactions in accordance with the General Accepted Accounting Principles (GAAP), in conjunction with Federal, State and RSIC Guidelines. Preparation of yearly, quarterly and monthly financial reports or as requested.
• Responsible for day-to-day financial operations, maintaining and review of reporting of RSICHD cash and budget transactions in accordance with Generally Accepted Accounting Principles and in conjunction with Federal, State and RSIC guidelines. Preparation of yearly, quarterly, monthly and other financial associated reports as requested.
• Assists the RSICHD Executive Director by providing professional assistance related to planning, review and implementation of budgets and other financial related matters.
• Prepares and assists in the implementation and coordination of the annual RSIC, RSICHD, and HUD audit process.
• Maintains the RSIC housing unit asset list.
• Maintain updates in regard to Federal, State, and RSIC Regulations for the purpose of grants, tax programs, reporting and compliance.
• Establish an outline and process for review of grant announcements, requirements and federal regulation to prepare for grant applications.
• Monitor and maintain overview of tenant accounts, tenant receivables, homebuyer payoff, budget reporting, and other compliance requirements. Create reports to the RSICHD Director and provide analysis regarding any impacts from account overviews.
• Prepares all Housing Department budgets and budget modifications.
• Prepares and monitors journal entries along with research and documentation collection for auditing purposes.
• Monitor mortgage payable journal entries, individual accounts, amortization schedules and assist with loan documents, to ensure compliance.
• Provide effective customer service and respond to inquiries within internal and external clients and RSIC departments. Assist the RSICHD Executive Director by providing professional assistance related to planning and overview for budget implementation and develop an accurate representation of RSICHD financial position. Prepare financial budget projections.
• Assists and makes recommendations to the RSICHD Executive Director of the financial status and operations. Attends Tribal Council, Housing Board, and the public as needed.
• Develop operating procedures for department growth.
• Maintain confidentiality of all records and data received and produced.
• Be an active team member with professional communication.
• Performs other duties as assigned by the Executive Director.
Minimum Qualifications:
• A four-year degree, in accounting is preferred or equivalent accounting work experience to include accounting, budget creation/monitoring, grant management, compliance, reporting, accounting adjustments, and audit preparation.
• At least two (2) years of experience in accounting/bookkeeping, preferably in federal, state, or other governmental accounting principles and practices.
• Must possess a better than average knowledge of the principles and practices of generally accepted governmental accounting principles, including financial statement preparation and methods of financial reporting and budgeting.
• A working knowledge of the principles and practices of computer applications and spreadsheets as applied to the finance function.
• Accurate data entry skills and experience with accounting software.
• Advanced knowledge and experience with spreadsheets.
• Demonstrated ability to prepare annual budgets, journal entries, and financial reports along with research history to collect data and documents to complete financial adjustments.
• Preparing clear, concise and complete financial budgets, statements, reports and other written materials. Ability to maintain and adjust tenant ledger accounts. Able to maintain records in accordance with Tribal Records Management Procedures.
• Demonstrated ability reviewing federal regulations and statutes for implementation of grants, reporting and compliance.
• Demonstrated ability to review grant announcements, grant requirements and federal regulations to prepare budget documents for grant applications.
• Proven experience in exercising sound, independent judgment within general policy guidelines.
• Knowledge of the application of the principles and practices of procurement and liability management, financial, budget, audit, and systems procedures and controls.
• Knowledge of federal procurement standards and Indian Housing Block Grant federal regulations.
• Experience with mortgage loan processing and monitoring.
• Must be able to secure a bond, pass a security background check, and possess a valid Nevada driver’s license.
• History of being an active team player with a demonstrated history of collaboration with team members to complete projects.
