About the Northwest Portland Area Indian Health Board (NPAIHB)
The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or “the Board”) in 1972.

 

Guided by a vision of “Health and Wellness for the Seventh Generation,” NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.

 

Led by our Board of Directors, NPAIHB’s mission is to “eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services.” We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

Position Summary
The WEAVE-NW Health Educator (Health Educator) will assist Tribes with chronic disease subject matter expertise including commercial tobacco cessation and prevention, heart disease and stroke and diabetes prevention. They will assist with planning and coordinating WEAVE-NW strategy meetings and events. The Health Educator will provide technical assistance to Tribal sub awardees, including the development and monitoring of annual workplans that utilize policy, systems and environmental strategies; implementing evaluation plans developed by the evaluation team and providing other technical assistance as needed. The Health Educator will coordinate health education training and communication activities with other projects both internal and external.

 

The Health Educator will also carry out administrative duties including maintaining project files, records and forms, including management and use of Click Up platform; participate in subaward recruitment efforts; entering evaluation data and contributing to reports.

 

The Health Educator must have a Bachelor’s level degree in Community/Public Health field. At least two years of experience working in community health or a related field. Experience with developing, facilitating or instructing trainings with a tobacco cessation or chronic disease focus.

 

The Health Educator supports the Northwest Portland Area Indian Health Board’s WEAVE-NW Team of 4 public health professionals who work with NW Tribes to enhance health policy, systems, and environment to promote positive health change and wellness with a focus on food sovereignty, tobacco cessation, diabetes prevention and breastfeeding promotion.

 

The Health Educator reports to the WEAVE-NW Project Director. This project is housed within the Northwest Tribal Epidemiology Center (NWTEC) Division.

 

This position is based at NPAIHB’s offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 25% of the time.

 

Essential Functions
WEAVE-NW Health Educator Functions
Provide WEAVE-NW support in alignment with NPAIHB Strategic Plan
Support the delivery of WEAVE-NW commercial tobacco cessation and chronic disease prevention content for the NWTEC, and for NPAIHB programs, including the WEAVE-NW Project, along with future projects and services
Participate in and supports all NPAIHB WEAVE-NW related grant meetings and program discussions
Support the NPAIHB’s WEAVE-NW commercial tobacco cessation and chronic disease prevention development, along with NPAIHB staff, Tribal partners, and consultants
Assist with conducting long-term and short-term research (including surveys, feasibility studies, and research studies) to guide WEAVE-NW program development, improve services, and develop Tribally based best practices for NW Tribes
Support the creation and implementation of capacity building and quality improvement strategies based on the needs and priorities of Northwest Tribes
Carry out updated WEAVE-NW priorities throughout the year, as directed by Northwest Tribes, and through the NPAIHB Strategic Planning process and/or annual federal and state policy priorities
Work closely with supervisor to support the identification of Northwest, federal, and state policy priorities related to WEAVE-NW
Provides technical assistance and training to Tribal health staff
Assist Tribal sub-awardees with developing and evaluation annual workplans
Assist with project evaluation activities for WEAVE-NW
Administrative and Reporting Functions
Support the preparation and submission of all required project reports within the WEAVE-NW Project and the NWTEC.
Draft project-related external contracts
Engage staff in the collection of pertinent data to meet reporting requirements
Support budget expenditures through partnership with staff to ensure projects remain on budget and compliant with the funding requirements of granting agencies
Maintain well-organized filing systems for all WEAVE-NW related required documentation and supporting records (both electronic and hard copy) in compliance with both NPAIHB and funding agency requirements, including securely archiving files as appropriate
Use Click Up with Team to coordinate work progress.
Work with WEAVE-NW Project Team to update the WEAVE-NW project website
Submit a Monthly Activity Report (eMAR) to the Project Director at the end of each month, and any additional reports required to track project activities as needed

Qualifications
Education
Minimum education required[*]:

Bachelor’s Degree in Public Health/Community Health or related field
*A minimum of five (5) years of demonstrated experience in public health/community health may serve as an acceptable substitute
Additional education preferred:

Master’s Degree in Public Health/Community Health or related field

Experience
Minimum experience required:

At least two (2) years of experience practicing in their field
At least two to four (2 to 4) years of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics
At least two (2) years of experience in developing trainings and health education materials
Preparing written reports
Additional experience preferred:

Direct experience working with Northwest Tribes
Experience in the planning, organization, implementation, and follow-up of public health-related coalitions
Required Knowledge, Skills, and Abilities
Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnership in the activities of the NWTEC’s WEAVE-NW Project
Demonstrated knowledge of the Indian Self-Determination and Education Assistance Act, Indian Health Care Improvement Act, and other health related policy that impacts the work of the WEAVE-NW Project
Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs)
Strong technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadline
Excellent research and analysis skills
Excellent interpersonal skills
Must be sensitive to cross-cultural differences, and able to work effectively within their context
Ability to work with minimal supervision, exercise initiative, and make independent decisions and recommendations
Ability to make professional oral presentations in settings at the national, regional, and community levels, as well as in Tribal settings

Probationary Period
External applicants must agree to serve a minimum six-month probationary period during which time their employment can be terminated at will. For the purpose of evaluating job performance, internal applicants must agree to serve a minimum six-month probationary period when job duties change significantly.

Typical Environmental Conditions

Travel Requirements
Local travel in the Portland Area (Idaho, Oregon and Washington States is required 25% of working time. Overnight travel outside of the area is infrequently required, up to twice a year for national meetings. Attendance at quarterly NPAIHB Board Meetings is not required, unless requested by the Project Director or Management Team. These meetings are held both locally and hosted by our member tribes on a rotating basis, taking place during the third or fourth weeks of January, April, July, and October, and typically require a minimum stay of two overnights per meeting.
