ABOUT THE TEAM

MTC’s recently formed Capital Delivery, Asset Management and Roadside Tolling (CART) Section brings together many MTC initiatives focused on improving mobility, reliable system operations, and preservation of the region’s transportation system in support of a connected, equitable and sustainable Bay Area. The team is responsible for the full lifecycle of customer-oriented, multi-modal projects and programs with a focus on express lane, managed lane and toll bridge corridors. In addition, the section supports regional partners with risk management and governance for mega-project delivery. The section’s work is done in close partnership with Caltrans, the California Highway Patrol, county transportation agencies, transit operators and local jurisdictions. The Roadside Tolling Infrastructure Support unit is one of five units within CART and is responsible for the operations and maintenance of the agency’s roadside tolling infrastructure.

 

ABOUT THE ROLE

Under the general direction of the Assistant Director, the Principal, Roadside Tolling Infrastructure Support will be responsible for leading a team that oversees the operations and maintenance of BATA’s toll collection system on the region’s seven state-owned toll bridges. This infrastructure under the authority of Bay Area Toll Authority (BATA) consists of field/roadside tolling systems and equipment, such as cameras, toll tag readers, message signs, data processing hardware, and related electrical and HVAC components, must be highly available and provide essential services to the traveling public. The Principal will lead a team responsible for the day-to-day operations and maintenance functions, including response to roadside infrastructure disruptions. The role requires close coordination with the Tolling Service and Revenue Section, other internal teams, contractors, and external agencies to ensure consistency and high level of performance of the tolling infrastructure in the region within the fiscal constraints.

 

This position is also responsible for advancing major capital maintenance and lifecycle replacement projects to replace field tolling systems and equipment including program management and coordination of the conversion towards Open Road Tolling (ORT). Depending on need, other responsibilities related to maintenance, asset management, and lifecycle analysis and replacement of roadside tolling infrastructure could be assigned.

 

The Principal will lead a team of direct reports, consultants and staff and is expected to successfully execute responsibilities and duties by managing reporting staff and available resources. Additionally, the Principal will collaborate with staff from other sections within MTC/ABAG, including Technology Support Services, Sustainable Mobility and Operations, and Data Strategy and Analytics.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

Under the general direction of the Assistant Director, the specific assignments and responsibilities include, but are not limited to, the following:

 

Program Management

•  Assist with program oversight of the Open Road Tolling (ORT) Program. Collaborate with agency staff, consultants, contractors and agency partners to convert the seven state-owned toll facilities to ORT. Track and manage program and project risks and ensure implementation aligns with enterprise architecture and standards.

•  Ensure high quality work and the delivery of assigned projects and programs within expected timelines.

•  Ensure staff assignments are resourced correctly to deliver projects and ensure operational success. Identify gaps in resources.

•  Oversee procurements, contracts, and consultant efforts. Provide directions and review of delivered work products and ensure compliance with contract scopes, schedules, and budgets. Participate in assessments of contractual issues, budgeting, and auditing.

•  Define roles and responsibilities for staff and contractors.

•  Ensure timely decision-making, change control, and incident response and system recovery.

•  Develop and monitor progress of goals, objectives, performance targets, service level agreements, and monitoring plans.

•  Develop, build and keep effective relationships with transportation partners, agency contractors, and internal units to ensure coordinated and seamless operations and maintenance of tolling operations and interoperability.

•  Identify and implement organizational efficiencies and enterprise standards and architectures.

•  Represent the agency at meetings, prepare and review written reports and memoranda prepared by project staff and make presentations before committees, executive staff, and other agencies.

•  Stay informed of national, state, and regional developments in the tolling industry and support agency involvement in groups such as the California Toll Operators Committee (CTOC) and the International Bridge, Tunnel, and Turnpike Association (IBTTA).

 

Project Management

•  Manage the operations, maintenance and asset management of BATA’s toll collection system at the seven state-owned toll bridges. Oversee response toll system issues, including responding to major disruptions to revenue collection, if they occur.

•  Provide support and technical advice for the agency’s other toll systems functions, if needed.

•  Fulfill the duties of the TSI Contract Manager to oversee all work performed by toll system contractor(s) by ensuring their design incorporates all system requirements from the procurement. Manage the design, testing, and installation of the new tolling related infrastructure.

•  Effectively review, analyze and develop effective solutions to resolve complex operational, maintenance, management and project issues.

•  Develop and manage scopes of work for projects, budget requests, prepare procurements, negotiate and execute contractor and consultant contracts, and other administrative documents.

•  Communicate clearly and concisely with technical and non-technical staff, both orally and in writing, to translate technical issues and recommendations into a language and format understandable to the executive team and general public.

•  Read and interpret engineering plans, specifications, and estimates.

 

Staff Supervision and Mentorship

•  Supervise and mentor staff.

•  Provide leadership and clear direction to assigned staff, instruct staff about work procedures, review and evaluate work performance.

•  Foster a collaborative and innovative team environment that encourages professional development and continuous improvement.

•  Support the continual professional growth and development of staff by identifying and making available tools, training opportunities, and other resources.

•  Promote safe working practices for staff and contractors and ensure compliance with roadway work zone safety requirements.

 

QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

•  Principles and practices of transportation operations, planning and engineering, construction management, managed lanes, information systems, and systems engineering and integration.

•  Principles and practices of policy, funding and program development, project management, asset management, implementation, and administration.

•  Policies, procedures, rules, and regulations governing toll operations.

•  Principles and practices of budget preparation, contract negotiation, and contract administration.

•  Relevant permitting requirements as it relates to the State Highway System.

•  Understanding software development processes, change control, and maintenance and operations procedures.

MINIMUM QUALIFICATIONS

 

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:

 

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, business or public administration, or a related field, and seven (7) years of increasingly responsible professional experience administering programs in a field related to assignment area. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

 

PREFERRED QUALIFICATIONS

Education: Completion of a bachelor’s degree from an accredited college or university, in an appropriate discipline, such as civil, traffic, transportation or structural engineering (preferred), transportation planning, other engineering fields, project management, public administration or a related field.

 

Experience: A minimum of seven (7) years of current, progressive and verifiable professional experience in an appropriate field related to the area of assignment. Two years of graduate work in a discipline directly related to the position may be substituted for one year of job experience. Additional years of relevant project delivery, tolls/transportation operations, construction, maintenance and/or project management experience is highly desirable.
