Overview

The New Rail Vehicle Group (NRVG) is primarily responsible for the New Rail Car Project Management, Warranty and New Car Qualification & Acceptance Testing. Under the direction of the Group Manager of the (NRVG), the Principal Administrative Analyst (PAA) will be responsible for supporting the Department’s strategic operational and administrative goals.

In this role, the selected candidate will perform the group’s most technical and complex tasks, including special projects which significantly impact departmental efficiency, effectiveness, and activities. S/he may supervise staff and define project scope, goals, and objectives; conduct research and develop and present recommendations; defines project scope, goals and objectives; conducts research; develops and offers recommendations and coordinate project implementation.

The candidate will also play a significant role in contract management, preparing documents for the Board of Directors approval and developing routine and ad hoc reports as follows:

Contract Management

The selected candidate will serve as contract administrator for (NRVG). They will draft Executive Decision Documents for presentation to the Board of Directors.  S/He will create documents, maintain document management for the project funding, and serve as the point of contact, signer, and approver for annual renewal for various contractors. They will review supplier proposals and independent cost estimates, create change notices and change orders, conforming documents and work collaboratively with the supplier, the Office of Civil Rights, Legal and Procurement. S/He will maintain the document management system for each funding source and coordinate the process to engage stakeholders.

Reporting/Documentation

Monthly reports for both project funding
Gather and submit information to the Federal Transit Administration
Create reports for Contract Data Requirement List, ECPs, Correspondence, and Test Reports; create file drives for the CDRLs and test reports into Vehicle Engineering review and monitor the progress of closure
Create documentation for acceptance of new cars and mod cars so that they can be placed in revenue service.
Certification of the release of shipment
Uploading Schedule Files in the DMS
Filing Suppliers’ Monthly Progress Report.
Annual filing and Shipping to Archive all Correspondence Files
Create Federal Advisory Committee on Insurance (FACI) documentation
BART credit card and Travel card management
Plan and set up project and engineering meetings
Prepare New correspondence, and respond to correspondence.
Develop Project Management Oversight Procedures Meeting Report
Create, distribute for signature and send out Engineering Operations Advisories
Create requisitions for badges or other access
Other Administrative Duties as assigned
Please Note:  This is a capital position and is subject to time and funding limitations.
Minimum Qualifications

Education: Possession of a Bachelor’s degree in Public Administration, Business Administration, Accounting, Economics or a closely related field from an accredited college or university.

Experience: Four (4) years of (full-time equivalent) verifiable administrative, analytical and/or budgetary experience which must have included at least one (1) year of administrative and/or lead supervisory experience.

 

The initial salary offer will be between $143,100.00 – $150,000.00 to commensurate with experience
