Bookkeeper (Non-exempt, Permanent, Full-Time Position)

Hourly Wage:  $16 – $22 (DOE)  Work Schedule:  40 hrs/week

Under the direction of the Tribal Administrator, the Bookkeeper is responsible for managing all of the tribe’s accounting systems, including but not limited to payroll, accounts payable, tax reporting, fiscal compliance with funding requirements, and financial policies and procedures of the Tribe.

Duties and Responsibilities

  • Provide oversight and management of all funds provided by federal, state and local contracts, private funding sources, and income derived from Tribal programs, as well as cooperatively working with the Bridgeport Colony Development Corporation.
  • Maintain all aspects of the Tribe’s accounting system within MIP.
  • Provide assistance and adherence of all cost reporting requirement s in accordance with funding agency policies.
  • Be familiar with Federal Cost Principals and ensure compliance.
  • Maintain full working knowledge of all grants and contracts to monitor fiscal activity for compliance.
  • Responsible for all banking functions including cash receipts, bank deposits, grant draw-downs and reconciliations for all bank and credit accounts in a timely manner.
  • Maintain and manage all Tribal Member accounts for education revenue sharing, loan and housing programs.
  • Assist in the preparation of the Tribe’s operational annual budget and indirect cost rate.
  • Prepare for and assist the tribe in its annual single audit and financial statement audit.
  • Prepare and manage payroll including, but not limited to:
    Verification of timesheets, calculation of wages, sum total vacations and sick leave, and preparation of paychecks.
  • Maintain payroll records in accordance with federal and Tribal policies and procedures.
  • Ensure timely payment of payroll tax deposits.
  • Prepare, distribute and maintain W-2 and 1099.
  • Prepare and maintain contract and grant budgets as well as monthly drawdowns.
  • Provide monthly grant expenditures to department heads.
  • Provide monthly reports to the Tribal Council.
  • Provide semi-annual reports to the General Council and be available to discuss financial performance.
  • Monitor all expenditures against the approved budget and communicate with administration as necessary.
  • Prepare and distribute correspondence as needed, including phone calls to provide, elicit and verify information.
  • Other related duties as assigned.


  • BA/BS in Accounting, Finance or related field, and a minimum of two year in Public Accounting, or possession of an AA degree or Vocational Certificate in the field of Accounting, Finance or Bookkeeping and four or more years of experience.
  • Must be able to comprehend, communicate and enforce a variety of internal and external financial requirements from a variety of funding sources.
  • Solid computer knowledge including experience with word processing, spreadsheets, internet research, and e-mail is required.
  • Must have good written and verbal communication skills, and experience working with the public.
  • Must be able to develop and maintain harmonious relationships with co-workers and the public.
  • Knowledge of the Indian communities and sensitivity to the needs of such a community is required.
  • Must be able to obtain and retain a valid driver’s license and be insurable under Tribal insurance program.

The general membership presently consists of 111 members, extending from the west to east coast.  Our community is what gives BIC a strong and powerful foundation.
