GENERAL SUMMARY

Qualcomm is seeking an Export Compliance Business Systems Analyst support all export and business cross-functional systems considering export control and the greater trade regulations for purposes of executing on support and management of all Qualcomm Export Compliance related systems and considering functional requirements of Export Compliance, Engineering, Engineering Program Managers, Fabless Sourcing, IT, Customs, Logistics, Shipping, Human Resources, Legal, and Procurement. Responsible for functional system administration, maintenance coordination, and user functional support. Responsible for writing, creating, and extracting report requirements/specifications, training material, presentations, and desktop procedures. Provide support for the business and technical resources. Gather and develop user requirements and ensure they are reviewed and addressed during new system deployments, system changes and upgrade developments, and implementations. Provide communications conduit between IT and the user community. Form effective relationships with a broad cross-section of Qualcomm personnel in order to successfully accomplish goals and objectives. Actively support diversified teams within the Company.Preferred Qualifications:Proven experience in the following areas are required: • International trade, export compliance or related experience, and a working knowledge of the US export regulations including regulatory interpretation of the regulations with emphasis on the Bureau of Industry and Security’s (BIS) Export Administration Regulations (EAR) with some knowledge of the International Traffic in Arms (ITAR) and Office of Foreign Asset Controls (OFAC) and other appropriate U.S. export regulations.• Applicants must have experience with export compliance screening and shipping documents, including the air waybill, commercial invoice, Packing List, Certificates of Origin, among others. Electronic Export Information (EEI) filings, past participation in shipping/document or related business audits. • Experience using E2OPEN Trade Collaborator, Livingstone Int’l., or other automated trade compliance systems. • Experience with ERP and shipping systems (Oracle, and SAP preferred), Sales Force CRM, reports (Oracle and Qlikview preferred), databases (Oracle preferred), and middleware (Tibco preferred). • Experience with SQL query, MS office applications (power user preferred for Microsoft 0365 Teams, Microsoft Office Excel, and SharePoint), ServiceNow and engineering design and support tools for internal intangible exports or re-exports.• Knowledge of foreign export regulations. Ability to work across different time zones. Strong analytical and problem-solving skills, creativity, ability to multitask, and follow up on pending and or unresolved issues.• Excellent customer service, oral and written communication, including presentations, training, requirements documents. • Ability to work on multiple projects simultaneously and prioritize accordingly. • Project Leadership including project planning, requirements definition, development, test, training, and implementation. • Must be organized and detail oriented.

PHYSICAL REQUIREMENTS:

+ Monitors and utilizes computers and test equipment for more than 6 hours a day.

+ Continuous communication which includes the comprehension of information with colleagues, customers, and vendors both in person and remotely.

1+ years in a technical leadership role with or without direct reports (only applies to positions with direct reports). ,3+ years experience working in a large matrixed organization. ,2+ years of work experience in a role requiring interaction with senior leadership (e.g., Director level and above) ,7+ years Supply Chain, Engineering, Operations or related work experience. ,6+ years experience with analyzing complex data sets.
