EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as a senior specialist performing a wide variety of highly complex duties and providing continuing technical advice, guidance, and assistance to managers, supervisors, and other specialists regarding complex staffing problems and sensitive issues.

Typical assignments include:

* Advising operating officials and others on the technical and operational aspects of human resources programs and working with such officials to ensure proper planning and conduct of staffing programs.
* Participating in staff meetings, briefings, etc., and contributing recommendations of alternatives concerning the overall workings, in support of staff and recruitment programs.
* Interpreting policies and proposals to provide operational services, perform special projects, and develop innovative recruitment strategies.
* Conducting internal quality reviews of vacancy announcements advertised under Delegated Examining and Merit Promotion procedures, in preparation of internal and external staffing audits.
