Under the guidance of the Foster Family Administrator, this position provides social work services as a member of the Foster Family Agency team. The social worker serves the agency by providing and supervising case management services provided to children placed in certified resource family homes. The social worker helps coordinate children placed in certified resource family homes, recruiting, evaluating, and certifying potential resource family homes. This position provides and arranges pre-certification training and ongoing training for prospective and existing resource family homes.
· Orientations of potential certified family home applicants.
· Evaluation, inspecting and assessment of the existing and potential resource families.
· Evaluation and assessment of each child for placement and continued placement in a certified resource family home.
· Placement of the child or non-minor dependent in the certified resource family home.
· Development and updating of the child’s needs and services plan, including identifying individuals who are important to the child as required.
· Supervision of the placement of the child or nonminor dependent including direct contact with the child or non-minor dependent and the certified parent, resource family home licensee, and resource families.
· Provision of support services to certified parents, resource family home licensees, and resource families assigned to the social worker.
· Provide effective one-on-one goal-oriented counseling, observation of, and interaction with children.
· Ensuring provision of or access to core services and supports specified for each child.
· Develop and implement behavior/treatment plans for children.
· Responsible for case management, including regular contact with biological families, resource families, and county personnel.
· Complete an Intake Study, Needs and Service Plan, and Transfer Plan in the designated format and submit in a timely manner.
· Monitor educational needs and performance of each assigned child and evaluate need for additional services.
· Collaborate with a multidisciplinary team and attend necessary meetings to meet the crisis and other needs of children.
· Complete intake paperwork and procedures with children placed with an agency resource family.
· Refer children for medical exams within 30 days of placement.
· Assess children to determine appropriate placement based on history and therapeutic needs.
· Develop appropriate documentation in a timely manner for each assigned child and maintain a comprehensive set of records on each child.
· Advocate for ICWA compliance to county, court, and other service providers in order to best meet the cultural needs of the children.
· Knowledgeable and culturally competent with Native American/Alaskan Native communities
· Perform weekly check-ins with assigned children to ensure the safety of the child, and provide support to the children as necessary.
· Occasionally supervise visitation between biological family members and their children in foster care.
· Provides individual, group, and family therapy sessions.
· Maintain a cell phone on a rotating shift to respond to emergencies or placement requests on a 24-hour basis.
· Contact and collaborate with other AI/AN resource family agencies in order to place children in their homes if Tribal Oak Tree (TOT) does not have an appropriate home.
EDUCATION AND EXPERIENCE
An individual must meet the following criteria in order to be considered for this position.
· A master’s degree from an accredited or state approved graduate school, as defined by the Department of Education, in social work or social welfare, marriage, family and child counseling, child psychology, child development, counseling psychology or social psychology.
· Completion of at least three semester units or 100 days of field practice or experience in a public or private social services agency at the Master’s Degree level.
· At least nine semester units of coursework related to children and families, or 18 months experience in working with children and families.
· At least three semester units in working with minority populations; six months of experience in working with minority population; or six months in service training in working with minority populations within the first year of employment as a condition of employment.
· At least three semester units in child welfare, or two years’ experience in a public or private child welfare social services setting.
**Social work staff who do not meet the Master’s Degree requirements specified above may apply for an exception provided he/she completes the coursework and field practice or experience requirements specified above.
· Must be at least 21 years of age.
· Registered with the Board of Behavioral Sciences (BBS) as an Associate Social Worker (ASW) or MFT Intern, or registered within the first 60 days of employment.
· One year experience working with target population or in a community care facility or agency.
· Must be physically and mentally fit and be willing to complete a health screening physical examination; and must have the unrestricted capacity to employ physical restraint techniques in a professionally safe manner.
· Must obtain CPR/First Aid certification within the first 30 days of employment.
· Must pass a pre-employment background clearance including Department of Justice (DOJ), Federal Bureau of Investigation (FBI), and Child Abuse Reference Check (CAIC).
· Must complete a pre-employment physical and pass a pre-employment drug test.
· Commit to refrain from use of illegal drugs, abuse of prescription drugs, or the influence of alcohol during working hours.
· Must clear a TB test/chest x-ray.
· Must have a valid, unrestricted CA Driver’s license, maintain insurance, or ability to be insurable under the Group Home’s auto insurance, and have reliable transportation.
· This position requires an awareness and appreciation of American Indian and Alaskan Native traditions, customs, and socioeconomic needs. In addition, this position requires the ability, at all times, to meet and deal effectively in contacts with Indian tribes and organizations which requires tact, courtesy, discretion, resourcefulness, and good judgment in handling functions of a sensitive nature.
If the use of a personal vehicle is necessary for IB business, you will be responsible for keeping a mileage record and submitting it to your supervisor for reimbursement. Proof of current liability insurance on personal vehicle must be provided at the time of employment and when it expires. Personal vehicle insurance is the primary coverage in case you are in an accident in your vehicle while on business for IB.
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
