Overview

Duties and Responsibilities:

Serves as Chief Fiscal Officer (CFO) for the Kickapoo Traditional Tribe of Texas. Serves as a principal policy-formulating administrator for all fiscal management and business service, consisting of the following areas: Financial Management, Federal Financial Participation (grants, etc.), Budget Development, Contract Administration and Administrative Support, including leasing management/property control. Serves as a member of the Tribal Council’s Executive Staff. Serves as the Administrator’s special and principal advisor regarding management objectives. Represents the Administrator and the Department before the Tribal Council.

Essential Functions:

Serves as Chief Fiscal Officer for the Tribe for all fiscal management and business services in the Tribe; formulates overall principal fiscal policies, procedures and guidelines to maximize Tribal resources while ensuring the Tribe complies with all applicable Tribal, State and Federal laws; develops and formulates the policies and procedures to implement long-term strategic goals associated with fiscal management; plans programmatic Tribal initiatives mandated by the Administrator.

Directs and coordinates the fiscal functions and activities of Departmental Directors responsible for budget development, financial management, federal financial participation contract administration, rate setting, and payroll; responsible for negotiations with vendors; monitors to ensure policy and procedure development is consistent with tribal objectives; directs the establishment of procedures for use by all business operations.

Serves as the Administrator’s special and principal advisor regarding management objectives within the Tribe; establishes pilot programs to determine effectiveness of new initiatives in management; formulates and implements fiscal policies and overall aims and objectives of Tribe’s fiscal management operations’ programs and operations, planning and conduction review of short-term goals and objectives.

Reviews program needs; sets priorities; makes recommendations for staffing needs and participates in the hiring process; provides guidance and direction to subordinated staff; assigns review, controls and projects subordinate workload; prepares and signs performance evaluations; sets goals and objectives; adjusts grievances or effectively recommends adjustment of grievances; administers and/ or recommends discipline.

May represent the Tribal Administrator and the Tribe before the private sector and before other State and Federal agencies with regard to management of programs; may provide input for proposals for new or amendments to existing legislation that will enhance the capabilities of the Tribe; may testify before legislative committees to promote understanding and interpret the position of the Tribe regarding such legislation.

Establishes, for the Tribal Administrator’s review and Tribal Council’s approval, the budgetary requested and justification for the Tribe.

Secondary Functions:

Perform such other tasks as may be assigned from time to time by the Tribal Administrator.

Must possess interpersonal skills in order to interact and communicate in a multicultural educational diverse environment. Must be able to effectively and appropriately communicate both orally and in writing with external auditors, government officials and other individuals that conduct business with the Tribe.

Proficient in the use Sage MIP Governmental Accounting Software or similar financial accounting and reporting software as well as other business software applications such as word processors, spread sheets, database, and presentation applications.

Physical Activities:

The following physical activities are necessary to perform one or more essential functions of this position.

While performing the duties of this job, the employee is regularly required to sit and use hands to finger, handle, or feel objects, tools or controls.

The employee frequently is required to reach with hands and arms.

The employee is occasionally required to stand, walk, stoop, kneel, crouch or crawl.

The employee must occasionally be able to lift and/or move up to 15 pounds.

Specific vision abilities required by this job include close vision, distance vision, peripheral vision and depth perception.

The employee must be able to communicate effectively in person or using telecommunications equipment.

The employee must have the hand-eye coordination and manual dexterity to operate a keyboard, touch-screen display, telephone and calculator.

The employee must have a normal range of hearing and be able to talk.

Work Environment:

Lighted, ventilated and temperature controlled office environment.

The work environment can occasionally be stressful.

Availability:

An individual must have the following job availability to perform one or more essential functions of this position.

Location: 2212 Rosita Valley Rd, Eagle Pass, TX 78852.

Usual Work Hours: 8:00AM – 5:00PM Monday – Friday.

Flexibility:  The employee may need to work nights, weekends, holidays and/or extended hours if required.

Travel:

Traveling may be necessary to perform one or more essential functions of this position.

Minimum Qualifications:

Minimum of verifiable, Bachelor’s Degree in Accounting or Finance from an Accredited College or University.

Minimum of five years’ experience as Chief Fiscal Officer of a business entity that consists of multiple departments and/or subordinate business operations. Must be familiar and proficient with business functions and fiscal reporting of a governmental type entity and with the requirements and fiscal reporting for participation in State and Federal grant and entitlement programs.

Must have access to reliable transportation to commute to and from work.

Preferred Qualifications:

Native American preference is observed.

18 years or older.
