As member of the Europe, Middle East and Africa (EMEA) Government Affairs (GA) team, you will manage Qualcomm spectrum, technology policy as well as public affairs agenda in the Middle East and North Africa (MENA) region. You will represent and promote Qualcomm interests and views in industry forums and international organizations (e.g., Arab Spectrum Management Group (ASMG), Africa Telecommunications Union (ATU) and ITU), working in close cooperation with other GA leads internationally. You will also contribute to the team efforts in building strong partnerships and dialogues with MENA institutions, government officials and industry associations in support of Qualcomm’s policy agenda in the MENA around 5G, automotive, Industrial IoT, intellectual property, cybersecurity and privacy . The role requires a good understanding of the ICT Policy environment and decision-making processes in the countries of the MENA region, excellent communication skills and ability to build and maintain relationships with key stakeholders.

Managing Qualcomm spectrum, technology and regulatory work associated with harmonization, allocation, and assignment of spectrum for mobile broadband in MENA.

Developing public policy strategies and implementing them to enable the growth of mobile broadband services in MENA.

Supporting company business agenda by providing technical and regulatory expertise and acting as main interface with national regulators and frequencies management authorities.

Drafting papers, articles, argumentation, consultation responses and engage in general advocacy helping to advance and shape Qualcomm spectrum and technology policy vision, including speaking at conferences and public events on these points.

Supporting the product and business teams in connection with broadband wireless business development; relationships with MNO’s, vendors and other stakeholders.

Supporting the activities leading to strengthening Qualcomm corporate image and wireless ecosystem partnership.

Supporting ad-hoc technical spectrum assessments and studies, servicing divisional and corporate needs.

Supporting internationally Qualcomm spectrum & regulatory positions in cooperation with regional GA leads.

Representing Qualcomm interests at the International Telecommunications Union (ITU) and other international and regional regulatory organizations around mobile broadband, including Arab Spectrum Management Group (ASMG) and Africa Telecommunications Union (ATU).

Develop strategic policy projects and advocacy programs and manage them operationally, working cross functionally with the policy leads as well as technology, business and products teams.

Draft messages, position papers, briefings, memos and presentations on key policy and regulatory issues. Write regulatory filings and responses to public consultations.

Represent Qualcomm’s interests and positions with officials in MENA countries and in industry associations working groups, think-tanks and industry partnerships.

Skills/Experience

Master’s degree in Electrical Engineering required.

At least 10 years working experience, in MENA and in an international/multinational environment.

Good knowledge of wireless telecommunications and broadcasting technologies and businesses, telecom and internet regulation, market dynamics and standardization processes.

Good knowledge of international spectrum management processes and ITU procedures and policies.

Good understanding of the interplay between regulatory, economic and technology policies and international relations.

Excellent research, analysis and writing skills.

Excellent verbal communication skills.

Developed interpersonal skills.

Proven international negotiating skills.

Flexible in international travelling.
