About the Northwest Portland Area Indian Health Board (NPAIHB)
The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or “the Board”) in 1972.
Guided by a vision of “Health and Wellness for the Seventh Generation,” NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.
Led by our Board of Directors, NPAIHB’s mission is to “eliminate health disparities and improve the quality of life of American Indians and Alaska Natives (AI/AN) by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services.” We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

Position Summary
The Senior Research Manager (SRM), located in the Northwest Regional Research Center (NRRC), is a part of the Native Collective Research Effort to Enhance Wellness (N CREW) Program: Addressing Overdose, Substance Use, Mental Health, and Pain. The SRMwill provide day-to.-day research coordination, as well as occasional broad range support services for the Principal Investigators (PIs) across NRRC. The SRM is responsible for the development and management of all aspects of N CREW project tracking, working with PIs to ensure successful award implementation, including coordination of development of Tribal research support services, and communication with Tribes and partners, The SRM will also facilitate institutional review board, (IRB) processes, prepare training materials, plan community advisory board (CAB) meetings, and assist the study team with data collection and report presentation. The SRM will be asked to assist in all grant reporting and in writing future grant applications. Occasionally the SRM will support special projects as assigned by the Director of Northwest Tribal Epidemiology Center and Co-Investigators.
Phase I of N CREW is funded through 2027. Phase II is projected following Phase I. NPAIHB will apply for Phase II funding. The N CREW Program is funded through the The National Institutes of Health (NIH) Helping to End Addiction Long-term Initiative (or NIH HEAL Initiative), which is jointly managed by National Institute on Drug Abuse (NIDA) and National Institute of Neurological Disorders and Stroke (NINDS).
This position is based at NPAIHB’s offices in Portland, Oregon. The SRM reports to the Director of the Northwest Tribal Epidemiology Center, one of two principal investigators. Supervision may change during the award. Local travel and/or overnight travel outside of the area is required approximately 10% of the time.
Essential Functions
Assist staff with accomplishing the goals and objectives outlined in the Notice of Award for the N CREW award for NPAIHB.
Establish an internal grant tracking system to address grant timelines, tribal requests, and training and technical assistance requests, in Click Up.
Manage tracking of Tribes interested in HEAL related research.
Manage and coordinate research related training and events, including tracking of attendees.
Manage project reporting timelines.
Attend and coordinate Community Advisory Board Meetings– coordinating monthly calls and ongoing planning sessions.
Support quality assurance and quality control over the collection, tracking, and analysis of Tribal data.
Uphold the principles of Tribal Data Sovereignty.
Coordinate IRB submission and review feedback, ensuring all IRB matters are addressed for the Portland Area IRB and any Tribal IRBs or Research Board requirements.
Assist PI in monitoring attainment of grant objectives and reviewing evaluation reports.
Track monthly activity reports to ensure all grant activities are accounted for and available for semi-annual reporting and meetings with NIH, which occur every two weeks.
Work with all Projects personnel, tribes served by the project, and partner organizations.
Attend N CREW NPAIHB team meetings and National N CREW meetings.
Other Duties
Performs other duties as assigned by the Director, Northwest Tribal Epidemiology Center, Co-PI, and/or Executive Director or designee.

Qualifications
Education
Minimum education required:
Bachelor’s Degree, in [Behavioral Health, Public Health, or Social Science or related field
Additional education preferred:
Masters in Public Health (MPH)
Experience
Minimum experience required:
At least five (5) years of experience practicing in their field.
At least five (5) years of professional experience collaborating with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics.
At least five (5) years of experience in managing grant programs.
Preparing written reports
Research budget tracking.
Additional experience preferred:
Certified in Public Health (CPH)
Direct experience collaborating with Northwest Tribes
Experience in planning, organizing, implementing, and tracking of NIH research awards.
Required Knowledge, Skills, and Abilities
Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating collaborative participation and partnership across Divisions of the Northwest Portland Area Indian Health Board
Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs)
Strong technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadline
Excellent research and analysis skills
Understanding of Tribal Data Sovereignty
Excellent interpersonal skills
Must be sensitive to cross-cultural differences, and able to work effectively within their context.
Ability to work with minimal supervision, exercise initiative, and make independent decisions and recommendations.
Ability to make professional oral presentations in settings at the national, regional, and community levels, as well as in Tribal settings.

Probationary Period
External applicants must agree to serve a minimum six-month probationary period during which time their employment can be terminated at will.
