The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or Board) in 1972. NPAIHB is a nonprofit tribal organization that serves the forty-three federally recognized tribes of Idaho, Oregon, and Washington on health-related issues. Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.

The Every Day is Ceremony (EDiC) Program Manager is responsible for coordinating, planning, implementing, evaluating and EDiC project management. This position intersects and provides guidance to the NPAIHB’s existing Behavioral Health programs. This position is also responsible for developing policy and procedural recommendations and providing support for related program activities.
This staff person will coordinate EDiC project activities, BH ECHO trainings, schedule preparatory meetings with project partners and ECHO presenters, complete contracts with any contractors, promote and recruit presenters for the behavioral health ECHOs and be the primary point of contact for the project. The EDiC Manager will be the primary contact for data collection and evaluation requirements of the project’s funders.
The EDiC Program Manager ensures compliance with all State, Federal, and other regulatory agency requirements and shapes the overall behavioral health and addictions program design, and provides strategic direction for all NPAIHB projects and NW Tribes.
This position reports directly to the Behavioral Health Programs Director. This scope of work is housed within the Clinical Programs Department located at the Northwest Portland Area Indian Health Board (NPAIHB).
Activities must be accomplished with minimal day-to-day supervision.
Provides management of EDiC project, oversees the completion of project objectives and activities and coordinates between project partners.
Provides behavioral health coordination and support for ECHO Hub team and Spoke participants
Schedules and facilitates meetings of the Covid-19 1803 Supplemental grant and ORN Behavioral Health ECHO grant activities
Executes surveys and feasibility studies for behavioral health program development and improvement of services
Assists with the development of clinical and curriculum brochures and website
Facilitates and enhances day-to-day operating relations with sites and other stakeholders, as appropriate to the position
Creates and implements capacity building and quality improvement strategies based on the needs of spokes and or stakeholders
Assists local and national partners toward expansion and support of BH projects
Project Support Functions
Organize conference calls and in-person meetings with project staff and federal grant agency project officers
Develop contracts, invoicing, monitoring
Work with project directors on strategic planning and development and implementation
Organize training, including logistics, travel planning, and authorization in Microix
Work with project directors on tracking and reporting of project workplans and timelines
Work with the project directors on evaluation review activities
Provide support as required for completion of project activities
Mange grant budgets
Administrative Support Functions
Work with the project directors and evaluators to coordinate and prepare all required project reports.
Participate in and/or facilitate meetings, workgroups, site visits, and conferences as required to achieve project objectives.
Submit a Monthly Activity Report (MAR) to the project directors at the end of each month.
Assist in the facilitation of the Behavioral Health Committee at NPAIHB Quarterly Board Meetings.
Maintain well-organized filing system for documents and computer files.
Organization committee work.
Maintain a clean, well-organized office environment.
Research, and with the approval of supervisor, attend trainings as needed to improve skills that enhance overall capabilities related to job performance.
Participate willingly in NPAIHB activities.
Abide by NPAIHB policies, procedures, and structure.

Minimum Qualifications/Transferable Skills:
Master’s in Public Health, Mental Health, Counseling, Psychology or Social Work; or Bachelor’s with equivalent work experience
At least five (5) years of professional experience in Public Health
At least three (3) years of professional experience in Indian Country
Experience in Program Management
Knowledge of or capacity to learn about the local behavioral health treatment system and community resources
Ability to assess and build programs in a culturally-competent manner
Professional demeanor and interpersonal communication skills

Typical Environmental Conditions: The worker is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
Travel Requirements: Travel outside of Portland is occasionally required. Overnight travel outside of the area is infrequently required.
