Northwest Portland Area Indian Health Board:

The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or Board) in 1972. NPAIHB is a nonprofit tribal organization that serves the forty-three federally recognized tribes of Idaho, Oregon, and Washington on health-related issues. Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.

The vision of NPAIHB is health for the seventh generation and our mission is to eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest tribes in their delivery of culturally appropriate, high quality health programs and services. Job Summary:

The NPAIHB Tribal Opioid Response (TOR) Consortium works to address the opioid crisis among tribal nations by increasing capacity to address the complex factors associated with a comprehensive opioid response, including access to culturally appropriate prevention, treatment, and recovery activities with the intent of reducing unmet treatment need and opioid-related deaths, as well as a focus on using cultural and community strengths as prevention.

The project coordinator’s (PC) primary responsibilities for the NPAIHB TOR Consortium are to provide coordination and support for the Consortium Tribes. Duties include, but are not limited to: organizing consortium calls, meetings, and/or trainings; coordinate travel for project if needed; track and divide technical assistance requests from Consortium tribes; be the primary contact for Oregon Tribes in the Consortium; maintain and send out resources/announcements for the TOR listserv and; coordinate all purchasing for harm reduction kits and travel payments for any contractors or Tribes. The PC will also help the Project Manager with coordination of communication across NPAIHB projects closely related to TOR to respond to the needs of the NW Tribes. This may include sharing resources, implementing activities that cross NPAIHB projects, and visiting sites when requested or needed. This position reports directly to the TOR Project Director.

Essential Functions

Support to the Project Director & Managers and the efforts of the project
Serve as the primary contact for Oregon Tribes in the ConsortiumWork with the Funding & Contracts manager to prepare, initiate and track contract payments for these Consortium Tribes
Work with the Funding & Contracts Manager to maintain database tracking systems pertaining to the project and sub-recipients
Monitor and update sub-recipient project work plans
Review and update topical content on the npaihb.org/opioids webpage
Assist PM on media material development, scheduling and dissemination
Complete and submit electronic monthly activity reports (eMAR)
Maintain the project listserv to disseminate important information on a schedule
Maintain relationships with project partners
Collaborate with other NPAIHB programs to meet related goals and objectives
Work with PD and PM on the preparation of all required project reports
Work with the external evaluation team to compile monthly activity reports submitted by the sub-recipients
Review monthly activity reports for any TA needs
Schedule and prepare materials for partner calls, meetings, and events
Take notes for partner calls, meetings, trainings, etc. and disseminate when necessary
Coordinate and disseminate resources to Tribes and partner organizations, including NARCAN, Harm Reduction supplies, and print outs
Maintains project files and records
Regularly update project partners contacts
Perform other duties as assigned

Bachelor’s level degree in a health-related field required
One year of experience in health promotion/disease prevention programs
One year of experience working with tribal communities or tribal organizations
Experience in project coordination and project planning
Must have the ability to make professional oral presentations in settings at the national level, regional level and community level, as well as in tribal settings
Experience using Microsoft Office package (Access, Excel, Word, Publisher, PowerPoint)
Excellent writing and communication skills
Must be highly organized and motivated, and be able manage complex projects and carry out all responsibilities of the job requirements with minimal day-to-day supervision
Must demonstrate discretion, tact, knowledge, judgment, and overall ability in working effectively with federal, tribal, and other professionals and facilitating participation and partnership in the activities of the program
Must be sensitive to cross-cultural differences, and able to work effectively within their context

Typical Physical Activity:

Physical Demands: Frequently involves sedentary work: exerting up to 10 pounds of force and/or a negligible amount of force to lift, carry, push, pull or otherwise move objects, including the human body.

Physical Requirements: Constantly requires the ability to receive detailed information through oral communications, and to make fine discrimination in sound. Constantly requires verbally expressing or exchanging ideas or important instructions accurately,

loudly, or quickly. Constantly requires working with fingers rather than the whole hand or arm. Constantly requires repetitive movement of the wrists, hands and/or fingers. Occasionally requires ascending or descending stairs or ramps using feet and legs and/or hand and arms. Occasionally requires stooping which entails the use of the lower extremities and back muscles. Infrequently requires crouching.

Typical Environmental Conditions: The worker is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.

Travel Requirements: When travel restrictions are lifted and when travel is safe, travel may be needed for this job, up to 25% of time.
