Department Summary

Campus Planning and Facilities Management (CPFM) is a vibrant department, which comprises five units, and approximately 270 employees: Facilities Services, Utilities & Energy, Campus Planning, Office of Sustainability, and Design & Construction. The units of CPFM strive to provide excellent customer service to the University of Oregon campus and operate with the highest professional standards, communicating and collaborating with customers to support the stewardship of the campus.

Facilities Services (FS) is responsible for the management of human, financial and material resources, the development and implementation of programs, policies and procedures related to the operation, maintenance, repair and minor renovation of university buildings, grounds and infrastructure systems. These services provide the University of Oregon community with a safe, efficient, reliable, functional and aesthetically pleasing learning environment in support of the University’s mission and vision.

Position Summary

The Lock and Door Supervisor has a primary responsibility for all university physical access and systems and equipment related to academic facilities (locks, doors, closures, CO devices, etc.). This position reports to the Associate Director of Facilities Services, Building Services. Responsibilities include development and maintenance of master keying structures, building door, lock and door systems in all academic facilities, as well as requested support for auxiliary departments and off-campus facilities. This position also oversees the maintenance doors, door hardware, closures and key & lock management. This work unit is responsible for all door/lock/access hardware and working with Electrical Shop to resolve electronic issues involved with access control. This position also works with the Campus Card Office and UOPD in expanding the proximity card-access systems.

The Lock and Door Supervisor is directly responsible for development and management of corrective, program and preventative maintenance budgets and programs related to the Access Controls systems in academic facilities falling within the Facilities Services budget responsibility. Decisions related to reactive and corrective maintenance actions directly affect established maintenance budgets and customer service levels. Responsibilities include administering associated fiscal policies, procedures, and management; monitoring individual program budgets; and providing technical assistance on repair and renovation budgets.

This position is responsible for supervising 3-5 FTE. The Lock and Door Supervisor manages staff to achieve the goals and objectives of FS in an effective and efficient manner, and ensures compliance with employment law, union collective bargaining agreement as well as State & University policies. The role requires knowledge of the principles and practices of state and federal employment law and University of Oregon personnel policies and practices.

Interactions/contacts occur daily with the campus community and the Facilities Services Electrical and Carpentry Shops in the course of performing work and responding to emergencies.

The Lock & Door Supervisor coordinates and consults with the Associate Director of Facilities Services, Building Systems and a wide variety of departments, campus users and administrators to verify that program content and effectiveness are meeting the needs and requirements of customers. The supervisor works with the AD of Facilities Services, Building Systems, peers, and subordinates in developing a strong customer orientation and ensuring delivery of facility-related services to campus in an effective and timely manner. Contacts made by this position are critical to achieving Facilities Services goals and objectives.

This position works as a member of a team while frequently performing tasks independently. Decisions may be made about the best method and materials necessary to perform a particular task. They may also include setting priorities, assessing customer needs and responding to those needs.

The Lock and Door Supervisor exercises independent judgment and decision making on a daily basis. These decisions include problem-solving, ensuring consistency within Facilities Services Structures and Support sub-units, and making staffing and budgetary decisions in support of the Facilities Services Core Principles and Mission.

Actions and decisions are critical in determining the short and long-range maintenance and construction goals of the University, affect the commitment of major resources in excess of millions of dollars, and affect the life, health, and safety of staff, students, and the public. Decisions affect the delivery of services to the University, and the position is responsible for ensuring compliance with applicable laws and regulations.

The Lock and Door Supervisor reports to the Associate Director of Facilities Services, Building Systems.

DRIVING REQUIREMENT:
It is an essential requirement of this position to qualify for and maintain UO driver’s certification eligibility, which includes maintaining an Oregon driver’s license throughout employment in this position.

ESSENTIAL PERSONNEL:
This unit may provide essential services during times of emergencies and inclement weather. This position may be required to fulfill essential services and functions during these times.

Minimum Requirements

  • Bachelor’s degree and two (2) years of clearly demonstrated experience OR any combination equaling six (6) years of education and clearly demonstrated experience in the following areas:
  • Experience in a lock and door setting including but not restricted to determining keyway hierarchy, door and associated hardware installation, key management principles.
  • Experience managing a budget.
  • Experience in facility management within the public sector (state facility, college, university, or other public multi-facility complex).

Preferred Qualifications

  • Experience using the Schlage IC-Quad key and lock system or great grand master keying systems.
  • Experience in overseeing, maintaining, or installing door, lock and access systems.
  • Experience supervising employees in a union environment.
  • Experience utilizing standard computer applications.
  • Experience utilizing a CMMS (Computer Maintenance Management System)
