ABOUT THE ROLE

MTC is hiring for two (2) Transportation Planner/Analyst positions. Working within MTC’s Regional Planning Program section, these two positions will contribute to a broad range of long-range planning initiatives that shape the future of the Bay Area. In the near term, the roles will support the development of Plan Bay Area 2060, MTC-ABAG’s next long-range regional plan, through various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, and preparation of technical white papers on topics such as congestion management and climate resilience. Beyond the scope of the regional plan, the positions would assist with other priorities for the section such as air quality, transportation demand management, goods movement and transit. While these positions are envisioned to focus on transportation-oriented initiatives, they will require a cross-functional and interdisciplinary lens across land use, economic development, environmental resilience, and equity issues.

 

 

 

This recruitment seeks top quality applicants with strong problem-solving, analytical thinking, and technical skills, along with a proven ability to manage projects and work effectively in teams. Each individual will work closely with policy and planning staff across the agency as well as technical staff on the forecasting and modeling team. Furthermore, each individual will support engagement and coordination with key transportation partners throughout the Bay Area, including local project sponsors, county transportation agencies, transit operators, other regional agencies, as well as relevant federal and state agencies.

 

These two positions will be filled at either the Planner Analyst II or Planner Analyst III level depending on years of experience and qualifications.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

•  Support Long-Range Planning: Lead policy research and technical analyses for initiatives within Plan Bay Area 2060 and other long-range planning priorities for the agency.

•  Conduct Research: Investigate existing frameworks and methodologies, research best practices, and identify enhancements to planning processes.

•  Conduct Planning and Technical Data Analysis: Analyze regional and local transportation trends, analyze mobile-source emissions inventories, evaluate land use and transportation policies, conduct benefit-cost analysis, and articulate performance trade-offs across different planning scenarios.

•  Inform Strategic Decision-Making: Partner with a team of planners and modelers to drive insights from data, identify and troubleshoot issues, and develop materials to communicate findings to internal and external audiences

•  Staff the Regional Air Quality Conformity Task Force: Coordinate with regional, state, and federal partners on transportation conformity processes and support interagency consultation [for 1 of the positions only].

 

QUALIFICATIONS

 

KNOWLEDGE, SKILLS, AND ABILITIES

The ideal candidate will have the following knowledge, skills, and abilities:

•  Strong Policy and Data Analysis Skills, using Tableau, Excel, GIS, travel demand model outputs, and regional datasets to drive insights from data.

•  Programming Skills in Python, for data collection, cleaning, coding, and analysis.

•  Understanding of Key Transportation Planning Concepts, such as mode shift, transportation demand, transportation-land use connection, and mobile-source contributions to air pollution and greenhouse gas emissions.

•  Ability to Work with Multidisciplinary Teams, including planning, policy, modeling, and air quality professionals.

•  Strong Communication and Stakeholder Engagement Skills, including documentation and presenting technical findings.

•  Detail-Oriented and Organized, with the ability to manage multiple projects and meet deadlines.

 

MINIMUM QUALIFICATIONS

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:

 

Planner/Analyst II: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, communications, business or public administration, or a related field and two (2) years of increasingly responsible professional level experience in a field related to assigned area of responsibility.

 

Planner/Analyst III: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, communications, business or public administration, or a related field and five (5) years of increasingly responsible professional experience in a field related to assigned area of responsibility.

 

Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

 

PREFERRED QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university in an appropriate discipline related to the area of assignment such as transportation planning, transportation engineering, transportation modeling, environmental science, or computer science. A Master’s degree is desirable.

 

Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

 

Experience: Minimum of two years of increasingly responsible experience in an appropriate field related to the area of assignment such as transportation planning, transportation engineering, transportation modeling, environmental science, or computer science. Preference will be given to applicants with more years of relevant or professional experience.
