Initial Salary Range: $56,500 – $66,500, annually

JOB SUMMARY

About the Northwest Portland Area Indian Health Board (NPAIHB)
The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or “the Board”) in 1972.

 

Guided by a vision of “Health and Wellness for the Seventh Generation,” NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.

 

Led by our Board of Directors, NPAIHB’s mission is to “eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services.” We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

Position Summary
The Tribal Tobacco Coordinator (Coordinator) supports the Oregon Tribal Tobacco Project’s technical assistance needs for the nine (9) Tribal Tobacco programs and Native American Rehabilitation Association of the Northwest (NARA), including training, education, program development and tribal workplan implementation support.

 

The Coordinator must have experience working with tribes or American Indian/Alaska Native people. The Coordinator should have an educational and professional background in health education or behavioral health.

 

This Position coordinates the Northwest Portland Area Indian Health Board’s Oregon Tribal Tobacco Team of 2 public health professionals who support member tribes and NARA’s Tobacco Programs workplans through training and technical assistance.

 

The Coordinator reports to the Cancer and Tobacco Projects Director. This scope of work is housed within the NW Tribal Epidemiology Center Division.

 

This position is based at NPAIHB’s offices in Portland, Oregon, applicants living in Oregon State at Tribal locations may be considered for remote work. Local travel and/or overnight travel outside of the area is required approximately 25% of the time.

 

Essential Functions

Tribal Tobacco Coordinator Functions
Provide Oregon Tribal Tobacco Project support in alignment with NPAIHB Strategic Plan
Support the delivery of Oregon Tribal Tobacco Project trainings including, but not limited to, tobacco cessation, digital storytelling, tobacco policy content for the NW Tribal Epidemiology Center, and for NPAIHB programs, including the Oregon Tribal Tobacco Project, and the Oregon Health Authority grant, along with future projects and services
Prepare Training materials (including PowerPoint Presentations, announcements, training manuals, handouts, etc.) and present at Tribal site visits, regional and national trainings
Participate in and supports all NPAIHB Oregon Tribal Tobacco Project related grant meetings, network meetings, and program discussions
Support the NPAIHB’s Oregon Tribal Tobacco Project health education materials, website, and other media development, along with NPAIHB staff, Tribal partners, and consultants
Assist with conducting long-term and short-term research (including surveys, feasibility studies, and research studies) to guide Oregon Tribal Tobacco Project program development, improvement of services, and development of Tribally based best practices for NW Tribes
Support the creation and implementation of Tribal capacity building and quality improvement strategies based on the needs and priorities of Northwest Tribes
Carry out updated Oregon Tribal Tobacco Project priorities throughout the year, as directed by Northwest Tribes, and through the NPAIHB Strategic Planning process and/or annual federal and state policy priorities
Work closely with supervisor to support the identification of Northwest, federal, and state policy priorities related to Oregon Tribal Tobacco Project
Administrative and Reporting Functions
Support the preparation and submission of all required project reports within the Oregon Tribal Tobacco Project
Draft project-related external contracts
Engage staff in the collection of pertinent data to meet reporting requirements
Support budget expenditures through partnership with staff to ensure projects remain on budget and compliant with the funding requirements of granting agencies
Assist with the preparation and logistics for meetings and presentations
Contribute to supporting the enhancement of tobacco prevention, education and control services.
Process purchase orders for outreach materials and contracts for Commercial Tobacco experts
Maintain well-organized filing systems for all Oregon Tribal Tobacco related required documentation and supporting records (both electronic and hard copy) in compliance with both NPAIHB and funding agency requirements, including securely archiving files as appropriate
Submit a Monthly Activity Report (MAR) to the Project Director at the end of each month, and any additional reports required to track project activities as needed
Oversee the establishment and maintenance of relationships with tobacco tribal contacts to assure broad regional participation in the project. This includes maintaining a tobacco community contact list
Schedule and provide two or more TA requests, calls, webinars, or site visits to Oregon tribes to aid in the implementation of Tribal Tobacco Prevention strategic goals (documenting overall implementation in quarterly progress reports)
Develop and maintain listings of current and future commercial tobacco prevention and cessation training opportunities.
Submission of tobacco-related articles to NPAIHB’s Health News and Notes Quarterly Newsletter (annually)

Qualifications
Education
Minimum education required*:

Bachelor’s Degree in Behavioral Health, Public Health, Social Science or related field
*A minimum of four years of demonstrated experience in public health education may serve as an acceptable substitute

Experience
Minimum experience required:

At least three years of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics
At least two years of experience in Medical, Behavioral, or Public Health
Experience in business and professional level writing, including educational materials and reports
Additional experience preferred:

Direct experience working with Northwest Tribes
Experience in the planning, organization, implementation, and follow-up of public health-related coalitions

Required Knowledge, Skills, and Abilities
Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals.
Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs)
Strong technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadline
Proficiency in research and analysis, including finding current healthcare standards
Excellent interpersonal skills
Must be sensitive to cross-cultural differences, and able to work effectively within their context
Ability to work with minimal supervision, exercise initiative, and make independent decisions and recommendations
Ability to make professional oral presentations in settings at the national, regional, and community levels, as well as in Tribal settings
Ability to complete tasks in a timely and accurate manner
Ability to travel frequently (approximately 25 % of the time)

Probationary Period
External applicants must agree to serve a minimum six-month probationary period during which time their employment can be terminated at will. For the purpose of evaluating job performance, internal applicants must agree to serve a minimum six-month probationary period when job duties change significantly.

 

Worksite Location
NPAIHB generally requires employees to work in its main office, located in Portland, OR. Under certain circumstances, however, the NPAIHB may allow employees to work from home in the State of Oregon, on a case-by-case basis. The Executive Director, the employee’s direct supervisor, or the employee may suggest teleworking as a possible work arrangement. NPAIHB considers circumstances such as, but not limited to, whether the employee is organized, has proven their ability to work independently, has completed their probationary period, has a good work record, has no record of abuse of leave, the duties and responsibilities of their position, travel requirements, funding source stipulations, and other considerations.

 

Telework is not an entitlement, nor a Board-wide benefit. NPAIHB retains discretion to withdraw, alter, modify, cancel, or otherwise terminate an employee’s eligibility for telework on a case-by-case basis, in its sole discretion.

Typical Environmental Conditions
The worker is frequently subject to inside environmental conditions, which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.

 

Travel Requirements
Local travel is required occasionally. Overnight travel outside of the Portland Metro area is required approximately 25% of the time. Attendance at quarterly NPAIHB Board Meetings is not required, however you may be requested to attend by your supervisor or the Management Team. These meetings are held both locally and hosted by our member tribes on a rotating basis, taking place during the third or fourth weeks of January, April, July, and October, and typically require a minimum stay of two overnights per meeting.
