ABOUT THE SECTION

The San Francisco Estuary Partnership (Estuary Partnership) works to protect, restore, and enhance the Estuary and its surrounding communities. The Estuary Partnership catalyzes regional work towards our collective vision of a healthy Estuary by working hand-in-hand with communities, funders, agencies, and other interested parties to collaborate, innovate, and adapt to the dynamic needs of the Estuary and its watershed communities against a backdrop of changing environmental conditions. The Estuary Partnership also leads a regional strategy called the Estuary Blueprint to protect and restore the water quality and ecological integrity of the Estuary from the Golden Gate to the Sacramento Delta. The Estuary Partnership is part of the National Estuary Program, a place-based program of the US Environmental Protection Agency, and sits administratively within the Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC). Our offices are located at the Bay Area Metro Center in San Francisco.

 

The Estuary Partnership and the San Francisco Estuary Institute (SFEI) co-manage the Wetlands Regional Monitoring Program (WRMP). The WRMP’s mission is to deliver coordinated regional monitoring of the Estuary’s wetlands to (1) inform science-based decision-making for wetland restoration and adaptive management and (2) increase the cost-effectiveness of permit-driven monitoring associated with wetland restoration projects. Through standardized monitoring and regional data analysis, the WRMP provides a platform to assess how existing tidal wetlands and restoration projects respond to environmental stressors and measure the impact of wetland restoration efforts. The WRMP also assesses how people are using and benefiting from wetlands, and advances protection and restoration of wetlands to improve the health and resilience of the Estuary and its surrounding human communities. WRMP funders include the US EPA San Francisco Bay Program Office and the San Francisco Bay Restoration Authority.

 

ABOUT THE ROLE

Under general direction of the Lead Environmental Scientist for the Estuary Partnership, the WRMP Data Analytics and Outreach Coordinator is responsible for: supporting data collection, analysis, and visualization about the human dimensions of wetlands; creating effective science communication products for different data end users including restoration project implementers, regulatory agency staff, community groups, and Tribes; coordinating wetland community engagement and outreach in partnership with local organizations, Tribes and educational institutions; and supporting WRMP program administration. This work will require working collaboratively with internal and external partners; balancing varied tasks related to social science, data analysis and visualization, science communication, partnership-building, outreach and engagement, and project administration; and tracking project budgets, contracts, insurance requirements, timelines, and deliverables.

 

 

The WRMP Data Analytics and Outreach Coordinator for the Estuary Partnership will work as an integral part of the WRMP team. They will work on a range of projects related to social science about the human dimensions of wetlands in the Bay Area, including through collecting, analyzing, and visualizing data. They will develop data exploration and outreach materials for end-users of WRMP data including regulatory agency staff, restoration project implementers, and community groups, including on the WRMP website, in presentations, and in written reports and factsheets. They will coordinate WRMP outreach and engagement activities through building and maintaining partnerships with local organizations, educational institutions, and Tribes.

 

The WRMP Data Analytics and Outreach Coordinator will be responsible for administrative duties, including developing contracts with scopes of work for subcontractors, tracking insurance requirements, grant reporting, processing invoices, and expense accounting. The WRMP Data Analytics and Outreach Coordinator will be a vital member of a close-knit team working on the WRMP. This role would be especially well-suited for someone interested in the interface of data analytics, community outreach and engagement, and wetland management.

 

This position will require the occasional need to drive for MTC business purposes.  A valid California Class C driver’s license and a safe driving record will be required.

 

This position will be filled at either the Planner Analyst I classification (salary grade VI) or the Planner Analyst II classification (salary grade VII) depending on years of experience and qualifications.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

 

Support WRMP Science and Data Analytics on the Human Dimensions of Wetlands (35%)

•   Assist in collecting and analyzing both quantitative and qualitative data, including from surveys, interviews, and focus groups of wetland management decision-makers and wetland visitors.

•   Support and coordinate data collection, analysis, and visualization about wetland visitation.

•   Support development of new human dimensions indicators.

•   Expand partnerships with community groups, Tribes, and educational institutions in support of human dimensions data collection and analyses.

•   Advance community-engaged monitoring within the WRMP.

 

Coordinate Wetlands Regional Monitoring Program Outreach and Engagement (30%)

•   Coordinate and partner with local organizations, Tribes, and educational institutions in collaboration with the WRMP team to advance WRMP outreach and engagement, including by setting up contracts with scopes of work and deliverables.

•   Conduct outreach and engagement activities with end users of WRMP data, including regulatory agency staff, restoration project implementers, Tribes, community groups, and the WRMP Steering Committee and Technical Advisory Committee to ensure data visualizations meet the needs of end users.

•   Produce WRMP communications and outreach products, including updating the website with new content, giving public presentations about the WRMP, coordinating webinars, writing WRMP newsletters and blog posts, and creating data visualizations to make WRMP results broadly accessible.

•   Work as part of the WRMP team to develop new outreach and engagement projects and seek funding.

 

Project and Grant Administration (25%)

•   Develop, manage, and track grant-related funding agreements and contracts with a range of partners and subcontractors related to social science and outreach. This includes developing scopes of work, deliverables, budgets and project timelines; processing invoices; and meeting regularly with subcontractors to provide guidance and partner in trouble-shooting any problems that arise.

•   Maintain grant budget ledgers and help conduct regular reporting to funders.

•   Ensure successful completion of tasks within project workplans and work with partners to ensure delivery of outputs and outcomes.

 

Participate as a Team Member on the WRMP Team and as part of the broader Estuary Partnership (10%)

•   Participate in other staff duties related to the WRMP as needed, including attending and representing the WRMP and Estuary Partnership at community-oriented events.

•   Foster strong working relationships with WRMP staff at the San Francisco Estuary Institute, and with partners on the WRMP Steering Committee, Technical Advisory Committee, and Science Workgroups.

•   Participate as part of the broader Estuary Partnership staff in meetings, conferences, trainings, Estuary Blueprint tracking, and other duties as needed.

 

QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES

•   Demonstrated experience with scientific data collection, analysis, and visualization. Experience with data analysis and visualization in R is required; additional experience with Python is a plus. Experience with Tableau and  GIS are beneficial.

•   Experience or strong interest in social science, human dimensions of environmental restoration, wetland ecology, and/or environmental monitoring. Experience with statistical analysis and/or qualitative coding are beneficial.

•   Experience managing or tracking grants, contracts, insurance requirements, and budgets, or willingness to learn.

•   Excellent written, visual and oral communication skills, including in updating websites (WordPress) and data dashboards (Tableau and ArcGIS), developing public-facing reports or fact sheets, and giving presentations.

•   Experience communicating about science to a range of audiences. Demonstrated ability to translate scientific results to the general public is beneficial.

•   Excellent interpersonal skills, including the ability to effectively communicate with a wide range of people from different communities and with varying scientific backgrounds.

•   Experience working collaboratively with Bay Area Tribes, tribal-serving organizations, community groups, and/or public educational institutions is preferred.

•   Ability to work independently and as an effective member of a team, including ability to meet unanticipated needs and be flexible.

•   Strong attention to detail, comfortable working with numbers, and experience managing budgets and/or expense accounting.

•   Excellent multi-tasking and time management skills.

•   Effective problem-solving and critical thinking skills.

•   Availability to occasionally work weekends and/or evenings, if needed, is preferred.

 

MINIMUM QUALIFICATIONS

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:

 

Planner/Analyst I: Equivalent to completion of the twelfth (12th) grade, supplemented by college level coursework in planning, civil engineering, environmental science, communications, business or public administration, or a related field, and three (3) years of increasingly responsible clerical and/or technical experience supporting a planning function or related experience or one (1) year of professional level experience in a field related to assigned area of responsibility.

 

Planner/Analyst II: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, communications, business or public administration, or a related field and two (2) years of increasingly responsible professional level experience in a field related to assigned area of responsibility

 

License/Certificate:

Possession of a valid California Class C driver’s license and a safe driving record.

 

PREFERRED QUALIFICATIONS

Education: Bachelor’s degree in a related field, such as social science, environmental science or management, environmental studies, planning, community development, communications, data science, or public administration or equivalent work experience. A Master’s degree is desirable.
